Oceanic Bridge Closes on Monday

first_imgThe Oceanic Bridge will be closed on Monday, October 17 so the county can begin repair work on the drawbridge that spans the Navesink from Locust to Rumson. The bridge will be closed until Memorial Day 2012.Alternate routes for those who regularly use the bridge include the Sea Bright Bridge (Rumson to Sea Bright) and the Highlands Bridge (Sea Bright to Highlands and Bayshore communnities). Drivers heading across the river to Rumson, Fair Haven Red Bank and surrounding communities may use Navesink River Road to Rt. 35 and cross the river on Cooper Bridge.County officials have said that severe deterioration of the bridge necessitates the temporary closing. The bridge is scheduled for replacement in the next 10 years.last_img

Kootenay Lake Fishing Report — Persistence is the key at this time of year

first_img Lucky colors of bucktails lately have been: blacks, greys, and purples or  #203, 207, 210, 214, 215, and 228. But keep in mind, the cold water conditions mean slower presentation as well.  If you can find the fish and put it in front of their face, they should eat it.  If not, keep changing your patterns until they go for it.  Persistence is the key at this time of year. We have been catching two to six fish most days with the average sizes ranging from one pound to eight pounds.  Although, I did hear of a beautiful 21-pound Rainbow that was caught on the South Arm of the lake this month.  So, that is encouraging. It’s usually this time of year when the biggest fish are caught. We’ve had some mild weather days which has allowed us to get out on the river.  It has been producing some nice rainbows each day.  A nice change from lake fishing. Bill Normans in the blue/silver, purple/silver, green/silver, and rainbow colors have been working as well.  Columbia River: We have been catching rainbows between 2 – 5 Lbs on the usual gear.  It ‘s that time of year when we should see some of these fish fattening up.  So, looking forward to hooking into some 10 + pound fish coming up in February and March. It’s typical winter fishing right now.  You just have to put in your time.   What are they biting on??? We are still catching most of our fish on the surface. Bucktail flies have still been working, as well as our Bill Norman crankbaits.  Keep in mind that since the water is so cold, you need to slow down your presentation.  The fish are still feeding, they just aren’t as aggressive. Most anglers are having good luck on the usual bottom fishing gear.  A 3-way swivel set-up on the bottom with bait seems to be working best.  We have also had some good luck on the fly rods lately.  Sinking lines with egg patterns as well as swinging streamers has been working. The feeding has been sporadic lately.  It seems like the fish will turn on for a short period, but it’s different each day.  Spending a whole day on the lake is our best option to ensure that we don’t miss the short feeding periods during the day. Now with our water temperatures at their coldest, we should expect the fish to remain lethargic.  Even the smaller Rainbows have tapered off.  So, it’s that time of year when you have to be patient and put in your time. Either way, you can’t catch them if you’re not out there.  So, Let’s Go Fishing……..  Tight lines…………………..Upcoming limited fishery:  The Spring Bull Trout fishery is coming up fast.  March is when our cold Kootenay Rivers are finally ice-off and navigatable by jetboat.  We have limited days still available during this fishery. And the debate over how government agencies should share critical security information with private software and services firms has resulted in splits in allegiance on both sides of the aisle: bill sponsor Sen. Joe Lieberman (I – Conn.) from the presidential candidate he supported, Sen. John McCain (R – Ariz.); and outspoken personal rights advocate Sen. Al Franken (D – Minn.) from the president he supported, Barack Obama.A “cloture” vote requires a three-fifths majority of Senators for support, and is necessary to close debate on a bill and bring a motion for a vote to the floor. Last week, Sen. Franken introduced a major amendment to the bill that would have removed even more of Sen. Lieberman’s original language, specifically on the subject of empowering ISPs to take their own countermeasures in response to assessed threats. Franken argued that the bill’s current language would let ISPs act in any way they saw fit in countering a perceived threat, under the same blanket protections from prosecution as the rest of the public/private partnership. “If a company uses that power negligently to snoop in on your e-mail or damage your computer, they will be immune from any lawsuit,” Franken warned.Still, Franken voiced his support for the bill in principle, calling it “the only game in town.” But apparently early this week, as the National Journal first reported, two Republican amendments to the bill that could best be described as poison pills were filed, forcing Majority Leader Harry Reid (D – Nev.)  to call the cloture vote – perhaps prematurely.One amendment would have effectively repealed the Affordable Care Act (often called ObamaCare). Another would have declared abortion unconstitutional in the District of Columbia – both obvious non-starters for Democrats. The filing of those amendments signaled a likely stalemate of the debate process, perhaps setting aside the topic of cybersecurity itself for the next month. That’s long enough for Republicans to have stalled debate on the actual bill, without the use of a filibuster, until Congress’ August recess.Perhaps sensing no other alternative, Leader Reid Tuesday called for a cloture vote. With the poison pills, Franken’s amendment and a reported 47 others waiting in the wings, the vote failed 52-48, with 60 votes required for passage.Divided OppositionIn an even clearer sign of the extent to which hairs have been split on this issue, two major privacy rights organizations – which had been united in opposition against the original Lieberman bill – took opposite sides in response to the failed cloture vote. Demand Progress hailed Sen. Franken, along with Sens. Ron Wyden (D – Ore.) and Bernie Sanders (I – Vt.) for what it characterized as having acted to kill the bill. “Alongside us stands a newly strengthened corps of pro-privacy senators,” stated the group’s executive director, David Segal, Thursday afternoon, “whom we look forward to working with to fight any future attacks on the Internet… We’ll surely need their help again.”But Michelle Richardson, legislative counsel for the American Civil Liberties Union (ACLU), lamented that Franken’s amendment did not go through, and that a bill had not been passed giving individuals the right to sue the government if their private information is misused in the event of a cybersecurity incident. “When Congress inevitably picks up this issue again, the privacy amendments in this bill should remain the vanguard for any future bills,” Richardson said. “Cybersecurity and our online privacy should not be a zero-sum game.”“Inevitable” is not an adjective that may describe any actual congressional action on the matter, and many experts don’t believe debate on the bill will resume during the lame-duck session (between the elections and next January). One other possibility, pointed out Thursday by former DHS Deputy Assistant Secretary for Policy Paul Rosenzweig, is that the Obama administration may execute an executive order to implement as many of the bill’s principles as possible, “much as they have in other areas where Congressional inaction has frustrated them,” Rosenzweig writes. If and when that happens, the resulting order may not satisfy any single senator – not Lieberman, not Reid, not Franken, certainly not McCain. But the service’s very nature makes it unsuitable for classroom use in the minds of many teachers and professors – no matter how much students want to rely on it. As a part-time college teacher at the University of Notre Dame, my own position is clear: Wikipedia has no place in my classroom. (For more on Brian Proffitt’s technology experiences in academia, see MIllennials: They Aren’t So Tech Savvy After All.)Mistakes Are Not The ProblemThe gripes against Wikipedia are woven well into our urban fabric. Many is the tale of some silly mistake creeping into a Wikipedia entry – either through an honest error or a case of Wiki-vandalism. But errors are natural, and definitely human. Is that reason enough to prevent Wikipedia from being used as an educational tool?That’s part of it, but not the main reason I avoid using Wikipedia in the classroom. The biggest complaint for me is that Wikipedia’s method of crowdsourcing the truth is often the very thing that trips up the service.On the one hand, you have the idea of crowdsourcing: put enough humans in a room and they’ll eventually produce something like Wikipedia. The problem is, they will also produce something like those tabloids you see in the checkout line at the grocery store.One person’s truth is another person’s lie… which is why a project like Wikipedia has to be reviewed by a hierarchical system of editors who have the power to overrule things that are believed (such as the 37% of Americans who believe in UFOs) versus things that are true (that pesky speed-of-light limit Einstein came up with). Otherwise, in a purely crowdsourced Wikipedia, Elvis would still be alive and rocking out from his Area 51 fortress of solitude.“Citogenesis” Leads To TroubleBut even that editorial framework is not enough. Because Wikipedia’s editors rely heavily on cited material to back up the veracity of the material in Wikipedia, but Wikipedia is still instantly published, you can get phenomena like what XKCD artist Randall Munroe calls “Citogenesis.”Citogenesis may be behind what happened to distinguished author Philip Roth last week. The author of the novel The Human Stain found himself in the unique position of trying to change a factual error about this book in its Wikipedia entry… only to have his efforts rebuffed because Roth didn’t have a second citable source. That’s worth repeating: the author of the book – the ultimate source in this case – needed corroboration from someone else about what had inspired him. Yikes! According to an open letter from Roth published in the New York, s a Wikipedia administrator responded to his request saying: “I understand your point that the author is the greatest authority on their own work, but we require secondary sources.”It is this kind of circular reasoning and blind spots that forms the basis of my avoidance of Wikipedia as a tool in the classroom: it’s not just that Wikipedia is sometimes wrong, it’s also that its error-correcting system can get so wound up in itself that it loses touch with common sense about fact-finding.Other Professors AgreeAccording to Dr. Teresa Fishman, Director of the International Center for Academic Integrity (ICAI), I am not alone in my opinion of Wikipedia. Fishman – speaking only from her own experiences as director of the ICAI – said that “most instructors are not in favor of citing Wikipedia, and some would rather see it not used as a source at all.”That doesn’t mean Wikipedia has no place in academia, though. Fishman related some innovative ways instructors at the college level have used Wikipedia to demonstrate how wikis work as a source of crowd-based content. Fishman described how one professor assigned his class to heavily revise or create new Wikipedia entries, working within the Wikipedia system to have the entry posted and ideally approved by the Wikipedia editors and peers.This method demonstrates to students pretty quickly the advantages and limitations of Wikipedia, and how the system can be subverted at times. Fishman believes that this method is better than simply banning Wikipedia outright, since it gives students a chance to see for themselves how it works.The Plagiarism QuestionCritics also charge that Wikipedia is too often the souce of plagiarism in academic settings. In its annual survey of students, the ICAI has not determined if that’s the case, but recent surveys have shown that many students, particularly those coming up from high school, see nothing wrong with using material from communally authored sources without citation in their own school work.“The assumption is they are just common knowledge,” Fishman explained. To combat this issue, “we hope that teachers will have students hold to the same standards of Wikipedia and cite the source of their thoughts.”Is Wikipedia poisoning the minds of our children? The violence also left two people injured.Officials said trouble in the mixed-population part of the town began two days ago when some miscreants slashed the seats of more than a dozen two-wheelers outside the mosque before the start of prayers.
